| Abstract:
It is argued in this short report that the restructuring
of the Pacific commercial salmon fleet has disproportionately
disadvantaged some coastal communities over others. Using GIS
applications, specific attention is directed towards illustrating which
BC coastal communities have been most severely impacted by DFO's 1996
Fleet Rationalization Program. However, not only are attempts
made to discover where commercial licences have been lost for the
period (1995-1999), but efforts are also made in acertaining why some
communities lose more commercial licences than others. With these
preliminary observations, it is suggested that a more complete
understanding of the fleet restructuring phenomenon can be achieved and
social services can be better directed to the communities that need it
